1927年6月，国民党政府决定在全国试行大学院制，以大学院为全国的学术和教育管理机构，并任命蔡元培为大学院长。大学院设大学委员会，下级若干委员会和直属国立学术机构。把全国分为若干大学区，每区设大学一所，大学校长兼管区内教育行政及学术事业。大学院和大学区制的实施，没有取得预期成效。大学院制实施一年后便不得不废止，大学区制则只在江、浙江省一度试行，以后也不了了之。
